That's because jumper 1 is on, open the j1 and windows will be happy to recognize it.
And hopefully then you have drivers waiting

which has the DTC 3181 drivers that are the exact same as the is11
There are also some windows MPD (miniport drivers for the is11 and is10, hidden at the www.umax.de
under uds_is.zip
